Your Secret despatch No. 29 of the 30th July and Secret Savingram No. 71 of the 9th september.
Protected Places (safety) Ordinance.
1. I am glad to see that it has been possible to reduce the number of Protected laces, particularly by omitting some in built-up areas, and I hope that it will be possible still further to reduce the number. I accept your view however that the time is not yet in sight when the provisions of the Ordinance will no longer be necessary. I should be glad if you would report for my information the result of each six-monthly review.
2. I should not object if in emergency you considered it necessary, as proposed in your savingram No. 71, to extend the Ordinance so as to include additional Service establishments as Protected Flaces. Nor, if the further examination you intend should satisfy you that it is necessary, should I raise objection to the inclusion in emergency of vulnerable points other than those occupied by the Armed Services. It is understood of course that only vulnerable points of real importance would be included.
